Key gaps between HKC and EU SRR The “Assessing global standards for ship recycling: Gap analysis of the Hong Kong Convention and EU Ship Recycling Regulation” analysis identifies several structural gaps between the Hong Kong Convention and the EU Ship Recycling Regulation, especially in how ship recycling facilities are authorized and monitored. A core issue is that many HKC requirements are framed at a high level, while detailed implementation is left to MEPC guidelines or national discretion.
