South Korea has formally launched a sweeping initiative to align its world-class shipbuilding and shipping industries under a single national strategy, acknowledging years of criticism that the two sectors have failed to capitalise on their combined strengths. The Shipbuilding-Shipping Mutual Development Strategy Council was unveiled at a ceremony in Seoul on 28 April, attended by around 100 officials including the ministers of oceans and fisheries and trade, industry and energy, alongside senior representatives from HD Hyundai, Hanwha, Samsung Heavy Industries, HMM and Pan Ocean, as well as industry associations and Korea Gas Corporation. The council will operate under the W.A.V.E. strategy – World-class Alliance for Vessels Production & Ecosystem – a four-pillar framework targeting world-class technology development, deeper industry alliances, expansion of the national fleet and domestic vessel production, and the creation of a mutually beneficial industrial ecosystem. Neighbouring Japan has recently launched a similar initiative, bringing builders and lines together. Despite holding the world’s second-largest share of shipbuilding orders and ranking fourth globally in shipping capacity, South Korea has long been criticised for poor coordination between the two industries. Growing geopolitical risks, including Middle East disruptions to energy supply chains, have sharpened the urgency of closer integration. Minister of Oceans and Fisheries Hwang Jong-woo said the initiative marked a turning point. “Shipbuilding and shipping are key partners that support the national economy and import-export logistics. The launch of this council will serve as an opportunity for the two industries to leap forward as a public-private one team.” At the launch, the three major shipbuilders, Korea Gas Corporation and the Korea Shipowners’ Association signed an MOU on LNG transportation cooperation.
