Notwithstanding the fact that the deadline for retro-fitting BWM systems on existing vessels under the BWM Convention has been postponed, vessels are required to engage in biofouling management best practices, maintain a biofouling management plan and record book. California State Lands Commission has also published best management practices relating to ballast water.
