The joint press release, along with the questionnaire to be used by Port State Control Officers (PSCOs) as part of their routine inspections can be found here. The questionnaire indicates that much emphasis will be placed on certification, approvals of plans/equipment, procedures and record keeping. We would therefore draw attention to our guidance highlighting the recent changes to the format of the Ballast Water Record Book (BWRB) and the upcoming change to required approvals for electronic record books that will enter into force on 1 October 2025. We encourage ship owners, masters and crew to take the time before the start of the CIC to review the questionnaire and refresh their knowledge of the ship’s ballast water management plan and procedures.
