When asked if the ECB has a bias toward tightening monetary policy, Lagarde said it does not. She said the bank has a compass that indicates price stability predicated on financial stability. The ECB is evaluating what action may be needed following 6 1/2 weeks of fighting in the Middle East that has driven energy costs sharply higher and hurt economic sentiment. Lagarde said the ECB has stated clearly it would need data to act, but would not hesitate to act. She said the bank needs the data to analyze whether the situation will be short-lived or if conditions will return to the past, though she noted she does not think that is actually possible.
