The Safety, Energy, Environment & Research section (Services Department - M&O Division) prepared the IMO information paper on "Update on the safety level of bulk carriers and comparison with predictions". This document presents an update on the safety level of bulk carriers (of 20,000 tonnes deadweight and upwards) since the introduction of risk control options recommended by series of the FSA studies carried out some 15 years ago. It identifies significant historical trends (past 15 years) and demonstrates a fair correlation with what was predicted in previous FSA studies. It also identifies major remaining hazard for Bulk Carriers: Liquefaction. This study tends to confirms that FSA is a reliable and effective methodology for rule-making process and shows the effectiveness of current IMO regulations and classification society rules. This work is sub-sequent to BV's initiatives about big-data and risk during BV chairmanship of IACS. BV performed most of the analyses and DNV-GL provided historical background about predictions. This paper aims to be a major reference to IMO as it deals with confidence in FSA / GBS / SLA (Formal Safety Assessment / Goal Based Standards / Safety Level Approach) - and risk studies in general.
