The mandatory reporting requirement was brought into place in 2012 to enable clubs to highlight to their members the risks involved in the carriage of Nickel Ore from the Philippines and Indonesia and assist members with information on the relevant measures that might be taken to reduce the risk. The circulars outlining this requirement can be read here:CIRCULAR REF: 2011/009 - Indonesia and the Philippines - Safe Carriage of Nickel Ore CargoesStandard Europe circular - Indonesia and the Philippines – Safe Carriage of Nickel Ore Cargoes Introduction P&I Cover:Members should be aware that they may be prejudicing club cover if they fail to notify the managers that they plan to fix or charter a ship, or that a ship has been ordered, to load nickel ore from a port in Indonesia or the Philippines. The issue:The carriage of lateritic ores such as nickel ore is problematic. Nickel ore is a cargo which may liquefy if the moisture content of the material exceeds its Transportable Moisture Limit (TML). Cargo liquefaction may lead to a loss of stability, to the extent that the ship may capsize. It is typical in these incidents that the TML and moisture content of the cargo declared by the shippers is incorrect. The ban on the export of unprocessed nickel ore from Indonesia is still in place.Further information:It is only through the vigilance of the ships’ master and officers, and any surveyor appointed to assist them, that unsafe cargo can be prevented from being loaded on board. It is recommended that crews review the contents of the club’s loss prevention briefings on both the carriage of nickel ore and liquefaction and dynamic separation and follow the advice contained within.Carriage of Nickel Ore BriefingCargo Care Checklist: Nickel OreLiquefaction & Dynamic Separation Loss Prevention Briefing
