Incoming changes to SOLAS Chapter V will make pilot transfer arrangement standards mandatory for both new and existing ships. The changes, outlined in IMO Resolutions MSC.572(110) and MSC.576(110), introduce new technical, operational and maintenance requirements. requiring Members will need to review, and potentially modify, existing pilot transfer arrangements on all of their ships.At a GlanceNew pilot transfer standards become mandatory from 1 January 2028.Existing SOLAS ships must comply by their first survey on or after 1 January 2029.Older pre-July 2012 arrangements are most likely to require physical modification.Spare pilot ladders and manropes will become mandatory.Safety Equipment Records will require updating from 2028What has changed?Many of the existing performance standards for pilot transfer arrangements were recommendations. Under the new regulations, these standards become mandatory and apply to both new and existing vessels.The new requirements cover the design, manufacture, installation, inspection, maintenance, replacement and operation of pilot transfer arrangements, these changes are to improve pilot safety during embarkation and disembarkation.Potential key changes for existing shipsStrong points used for pilot ladders, manropes and ladder securing arrangements must have a minimum breaking strength of 48 kN (or equivalent SWL), be permanently marked, and be supported by documentation maintained on board.Ships must carry at least one spare compliant pilot ladder and one spare set of compliant manropes.Pilot ladders and manropes must be removed from service within 36 months of manufacture or 30 months after being placed in service, whichever occurs first.Pilot ladder winch reels used for stowage must meet new drum diameter and securing point requirements - Drum diameter must not be less than 160 mm.
