The president’s tariff agenda was dealt a major blow last week after the Supreme Court ruled that he overstepped his authority in imposing tariffs under the International Emergency Economic Powers Act. Trump had responded by announcing a 10%, then 15% levy under Section 232 of the Trade Expansion Act. But his scope for imposing new tariffs under the act is expected to be severely limited, given that the president will need to seek Congressional approval for any more duties. This was seen on Tuesday, when the new tariffs took effect at 10%, lower than the 15% touted by Trump.
