Emergency Contact The European Union (EU) adopts 17th sanctions package against Russia Home Latest updates News The European Union (EU) adopts 17th sanctions package against Russia 27 May 2025 Download article PDF Sign up for alerts The European Union (EU) has adopted a 17th package of sanctions in response to Russia’s continued war of aggression against Ukraine. This comprehensive set of measures significantly expands economic and individual restrictions, with a strong focus on cutting off Russia’s military and energy funding streams. Key Measures Include: Shadow Fleet Crackdown : The EU has blacklisted 189 additional vessels involved in transporting Russian oil using high-risk practices, bringing the total to 342 vessels . These vessels and their operators are now banned from EU ports and services. Sanctions also extend to insurers and shipping companies from the UAE, Türkiye, and Hong Kong supporting this fleet.   Oil Industry Sanctions : Major Russian oil producer Surgutneftegaz and a prominent oil shipping company are now subject to asset freezes and bans, directly targeting Russian state revenue.   Military- Industrial Sector : Over  45 Russian individuals and entities supplying drones, weapons, and military components have been sanctioned. The EU also targeted third-country enablers , including firms in China, Belarus, Israel, Türkiye, the UAE, Vietnam, Uzbekistan, and Serbia , linked to military exports and sanctions circumvention.   Occupied Territories & Human Rights : New listings also address illegal exploitation in Crimea , cultural heritage looting, and domestic human rights violations by Russian forces. With the inclusion of 75 new listings (17 persons and 58 entities), more than 2,400 individuals and entities are now subject to EU sanctions, including travel bans and asset freezes.
