US Customs and Border Protection (CBP) has implemented new restrictions that block imports of certain Canadian products into the United States. The measures took effect at 12:01 a.m. Eastern Time on 29 September. They apply to products covered by Presidential Proclamations 11061, 11062 and 11063. These include specified Canadian alcoholic beverages, dairy-related products and motor-vehicle-sector products. CBP said any entry containing products covered by the measures will be rejected. The restrictions also prevent affected products from entering a Foreign Trade Zone or bonded warehouse. In addition, they cannot move under in-bond transportation. CBP introduces new import controls Products imported before the restrictions took effect receive different treatment. Affected goods that entered a bonded warehouse or Foreign Trade Zone before the deadline can still be withdrawn for consumption. However, they will generally face the applicable 50% ad valorem duty under earlier presidential proclamations. CBP also clarified the treatment of alcoholic beverages. Where an exclusion applies only to packaged products, it covers bottles, cans, boxes, kegs and similar containers intended for direct consumption. Alcoholic beverages outside the relevant scope limitation are not covered by the import exclusion. However, they remain subject to the applicable 50% duty. ACE systems updated CBP has also updated its Automated Commercial Environment (ACE) systems to enforce the restrictions. Non-compliant submissions will now trigger rejection messages through ACE Cargo Release and Foreign Trade Zone systems. The three import restrictions stem from presidential proclamations signed on 8 September. They cover specified Canadian goods linked to alcoholic beverages, dairy and motor vehicles.
