American Club Circular No. 40/16 1 DECEMBER 02, 2016 CIRCULAR NO. 40/16 TO MEMBERS OF THE ASSOCIATION Dear Member: MARITIME LABOUR CONVENTION 2006 AS AMENDED (MLC): APPLICATION PROCESS FOR MLC CERTIFICATES Reference is made to Circular No. 34/16 of October 6, 2016, advising that Group clubs would be providing information to Members about the process for obtaining MLC Certificates. This is set out below. In addition, for the ready reference of Members, the FAQs attached to the Circular mentioned above are also attached hereto. MLC Certificates are provided by the Club. There is no need to apply to flag states for them. However, some flag states may require shipowners to supply copies of MLC Certificates for their records, in which case Members will be responsible for this process. Members requiring MLC Certificates must apply using the application form attached. In this connection it should be noted that: • Members may apply for MLC Certificates on a per vessel or fleet basis. • Members who intend to renew with the Club can obtain MLC Certificates which are valid up to 20 February 2018. Members are asked to indicate for which period the MLC Certificates should be issued. • Members wishing to have MLC Certificates for the 2017 policy year prior to having agreed renewal will need to provide the Club with relevant undertakings (as they do for Blue Cards). These must be signed and dated. • The application form should be sent to the Member’s usual contact at the Managers’ office. MLC Certificates will be sent to Members in PDF format based upon the wordings in Annexes 1 and 2 of the above-mentioned Circular. Members must then print the MLC Certificates and ensure that they are posted in a conspicuous place on board their vessels, so that they may be available for inspection by crew members no later than January 18, 2017. The MLC Certificates will also be listed in the Club’s list of vessels on its website before this deadline. If any further guidance is required, Members are invited to contact the Managers who will be pleased to assist. Yours faithfully, Joseph E.M.
