Who is Kevin Warsh and what does his policy entail? in World Economy News 27/04/2026 Federal Reserve Chairman nominee Kevin Warsh’s preference for trimmed PCE as a measure of inflation instead of core PCE has become a subject of some controversy, with several critics pointing out that the policy could backfire. However, analysts at KB Securities believe that while some of his remarks come off as hawkish, in practice, Warsh’s stance is likely to be dovish. Kevin Warsh is an American economist and former policymaker who served as a member of the Federal Reserve’s Board of Governors from 2006 to 2011, including during the global financial crisis. During his tenure, he was closely involved in shaping the Fed’s response to market turmoil and acted as a key liaison to Wall Street. After leaving the central bank, he remained an influential voice on monetary policy, often commenting on inflation, interest rates, and the broader direction of the U.S. economy. When Warsh described his views at a Congressional hearing on Friday, he placed “greater-than-expected” emphasis on Fed independence, saying it was responsible for price stability and must keep inflation low as proof of its independence, that “independence has to be earned.” “This could easily have come across as hawkish. Yet when it came to what he would actually do, his remarks were not hawkish,” analysts at KB Securities said. The Dallas Fed said he would prefer to use Trimmed PCE, which excludes the top 31% and bottom 24% of detailed price components, to assess inflation. Meanwhile, core PCE, which is the Federal Reserve’s preferred gauge of inflation, excludes volatile food and energy prices. Trimmed PCE at only 2.3% might suggest there is no room to cut rates, critics have pointed out, even as core PCE is at 2.8%. However, the analysts at KB Securities point out that Trimmed PCE was not designed to understate inflation, but to better capture it, which can be achieved by trimming a large part of high-inflation items. Trimmed PCE is a “trend-confirmation tool” rather than a leading indicator, the firm emphasised. “Many argue that trimmed PCE is hard to use as a leading indicator in the current environment. But trimmed PCE was never meant to be a leading indicator in the first place. Its real role is to help confirm whether an inflation trend has shifted,” the analysts said, pointing to 2021 as an instance where it served as an indicator that inflation had begun to surge, even as the Fed dismissed inflation as transitory. The measure also works when inflation starts to cool, but the trend isn’t clearly reflected in core PCE.
