Moody’s affirms China’s A1 rating, upgrades outlook to stable in World Economy News 28/04/2026 Moody’s Ratings affirmed China’s A1 long-term local and foreign-currency issuer and senior unsecured ratings on Monday and changed the outlook to stable from negative. The rating agency said the outlook stabilization reflects its assessment that economic and fiscal strength will remain resilient despite ongoing domestic, trade and geopolitical challenges. Moody’s expects China’s real GDP growth at 4.5% in 2026 and 4.2% in 2027. The agency said Chinese export competitiveness and resilience to rapid changes in the global trade environment support expectations that GDP growth will slow only gradually over the medium term, even as export growth moderates. The rating agency said government policies prioritizing investment in high-productivity sectors while managing supply imbalances will improve capital efficiency. Moody’s expects policy makers will manage the debt resolution process for regional and local governments in a controlled fashion, even as general government debt increases. The affirmation takes into account China’s large and diversified economy with capacity for innovation, reflected in increasing competitiveness in higher value-added sectors, which balance pressures from aging demographics. Moody’s said fiscal pressures will persist and the government’s debt burden will continue to increase. The agency projects debt rising to 82.4% in 2027 from 68.5% in 2025, and above 90% by the end of the decade. This reflects ongoing fiscal support to the economy and assumes debt from the local government sector in debt swaps to stabilize regional and local government liquidity risks. Low interest rates supported by large domestic savings will limit debt servicing costs, according to Moody’s. The agency said China’s closed and predominantly state-owned financial system provides large captive demand for government debt. China’s local- and foreign-currency country ceilings remain unchanged at Aaa and Aa1 respectively.
