The Oregon International Port of Coos Bay has executed a US$25 million Infrastructure for Rebuilding America (INFRA) grant agreement with the US Department of Transportation, advancing the Pacific Coast Intermodal Port (PCIP) project. The agreement follows approval by the Port’s Commission and marks another milestone for the proposed ship-to-rail container terminal. NorthPoint Development, the project’s private-sector partner, will match the federal funding with another US$25 million, creating a US$50 million investment for environmental reviews, permitting and preliminary engineering. NorthPoint will develop the multi-berth container terminal on the North Spit of Coos Bay under a lease agreement with the Port. The Pacific Coast Intermodal Port is designed to become the first fully ship-to-rail container gateway on the US West Coast. The project aims to connect ocean carriers directly with the national rail network, improving supply chain resilience and providing a lower-emission transport corridor for containerised imports and exports. According to the Port of Coos Bay, the project will expand export opportunities for US producers, strengthen West Coast freight capacity, support thousands of construction and long-term jobs, and reduce freight-related emissions through greater use of rail. The INFRA grant will fund planning and pre-construction work for the proposed container terminal, rail yard, wharf and berth facilities while supporting the project’s federal review process. The funding builds on previous public investments, including a US$29.75 million CRISI grant, an US$11.25 million Port Infrastructure Development Program (PIDP) award and a US$100 million investment from the Oregon Legislature. NorthPoint’s contribution to the INFRA project represents the largest private investment in the development so far.
