In his opening address, the Secretary-General specifically commented on passenger ship safety and maritime migrants. This report provides an overview on main points and results of the agenda items discussed. Agenda - Adoption of the agenda; report on credentials - Decisions of other IMO bodies - Consideration and adoption of amendments to mandatory instruments - Measures to enhance maritime security - Goal-based new ship construction standards - Passenger ship safety - Performance review and audit of LRIT Data Centres - Carriage of cargoes and containers (report of the first session of the Sub-Committee) - Human element, training and watchkeeping (report of the second session of the Sub-Committee) - Ship design and construction (report of the second session of the Sub-Committee) - Navigation, communications and search and rescue (report of the second session of the Sub-Committee) - Ship systems and equipment (urgent matters emanating from the second session of the Sub-Committee) - Capacity building for the implementation of new measures - Formal safety assessment, including general cargo ship safety - Piracy and armed robbery against ships - Implementation of instruments and related matters - Relations with other organizations - Application of the Committee's Guidelines - Work programme - Election of Chairman and Vice-Chairman for 2016 - Any other business - Consideration of the report of the Committee on its ninety-fifth session Adopted Resolutions and of the approved Circulars List of adopted resolutions and list of approved circulars: Consideration and adoption of Amendments to Mandatory Instruments (item 3) IGF Code (WP7) The Committee: 1 agreed that the IGF Code should not apply to gas carriers in addition to the IGC Code, i.e.: "the IGF Code would not apply to: :- gas carriers using their cargo as low-flashpoint fuel; or :-gas carriers using low-flashpoint gaseous fuels other than their cargo, provided that the low-flashpoint fuel storage and distribution systems design and arrangements comply with the requirements of the lGC Code for gas as cargo. " 2 adopted amendments to SOLAS chapter II-1, in conjunction with amendments to SOLAS chapter II-2, to make the IGF Code mandatory (entry into force 01/01/2017); 3 adopted the International Code of Safety for Ships using Gases or other Low-flashpoint Fuels (IGF Code) (Resolution MSC.391(95)) (entry into force 01/01/2017); In doing so, the Committee agreed to: A new paragraph 4.2.2 to clarify that, for ships meeting all the prescriptive requirements for natural gas fuel (part A-1 of the draft IGF Code), the risk assessment need only be conducted where explicitly required in part A-1.
