As of October 1, 2018, all vessels on international and domestic coastal voyages should use fuel with a sulfur content of ≤0.5% m/m while navigating and berthing in Shanghai Port. The Shanghai Maritime Safety Administrations (MSA) has issued a sketch map of the waters comprising Shanghai Port which outlines the Emissions Control Area (ECA) for navigating ships. The map has been translated for reference and can be further clarified as follows: 1. The limits of Shanghai Port are within the black lines towards the mainland of China, as well as a few outer anchorages in black blocks. Ships are required to use low sulfur content fuel upon entering the port area inside the black lines and black blocks. Hence, vessels should complete the change of fuel before entering these areas. 2. In the top right corner of the sketch map, each local MSA of Shanghai is indicated in different blocks of color. The area with the same color on the map indicates the jurisdiction of the respective local MSAs. 3. There are also red lines at the top and bottom of this sketch map, demonstrating, respectively, the northernmost and southernmost boundaries of the jurisdiction of the Shanghai MSA. 4. This ECA is now in effect. Ships that navigate and operate within the attached sketch map of Shanghai port area should ensure the use of fuel with sulfur content of no more than 0.5% m/m.
