The U.S. Coast Guard responded shortly after 8 a.m., deploying a helicopter and two boats, while local fire departments from Philadelphia and Wilmington, Delaware, also assisted. The barge, which was unmanned at the time and being towed by a tugboat, caused no injuries, according to Petty Officer First Class Matthew West.
