The Association has had reference to the circular 2014-002 issued by the Department of Marine Services and Merchant Shipping of Antigua and Barbuda.  The development Members flying the flag of Antigua and Barbuda are asked to note that the Maritime Administration has decided to undertake an early implementation of the draft amendments to the IMSBC Code for the carriage and testing of iron ore fines. These changes will take effect as of 1 July 2014. The background Members will be aware of the issues that have arisen in the past with respect to the risk of cargo liquefaction of mineral bulk ores. The Association has previously advised in detail on these issues. Following research and investigation, the IMO developed a proposed set of amendments to the IMSBC Code, as per Circular DSC.1/Circ. 71. Full details of this development can be found here . Both Brazil and Australia, as key export countries for iron ore, undertook early implementation of these changes. Loss Prevention advice Members carrying bulk mineral ore cargoes should continue to be vigilant with respect to the risks of liquefaction, and they can download the following pocket guide for placing on their vessels. Should any Member's vessel experience a situation where cargo is at risk of liquefaction, or be offered cargo for loading which is not properly documented or otherwise gives cause for concern, then it is advised to contact the Association without delay. Masters concerned for the safety of their vessels should not hesitate to directly contact local Correspondents for immediate assistance.
