By the end of 2020, MLC had been ratified by nearly 100 States representing 91% of world tonnage. States which have ratified MLC are listed in the table here . States which have accepted the 2014 Amendments are identified in a list maintained by the ILO which  can be found here .    Background The adoption of MLC in 2006 was the product of five year’s work carried out as a tripartite process involving governments, seafarers’ trade unions and shipowners’ organisations. The International Shipping Federation (ISF) was responsible for negotiating the text of the Convention on behalf of maritime employers. ISF liaised closely with and its sister organisation, the International Chamber of Shipping (ICS) and national shipowners’ associations. The Convention has received wide support from governments, with the European Union also encouraging member states to ratify.
