PRESS RELEASE Mediterranean MoU and EMSA Strengthen Collaboration to Enhance Port State Control Across the Mediterranean Region Date Release: 5 January,2026 In2025,keycollaborativeachievementsweremadeindigitaltoolsanddata enhancement.TheseincludedthedevelopmentofadynamicMicrosoftPower BItoolfortheMedMoU,enablingreal-timestatisticalanalysisfromTHETIS-Med dataforofficialreportingstartingin2026. Additionally,EMSAlaunchedanofflineversionofRuleCheckforPortState ControlOfficersandintroducedsignificantupdatestotheTHETIS-Meddatabase tosupportnewregulations. Substantialprogresswasalsoachievedintrainingandcapacitybuildingacross theregion.EMSAdelivereditsCommonCoreCurriculuminablendedformat, incorporatingexpertcontributionsfromTunisia,andfacilitatedaRegionalPSCO ExchangeProgrammefornon-EUmemberstoobserveinspectionsinEUports. FurtherspecializedtrainingwasdeliveredonMARPOLAnnexVIinIstanbullast DecembertosupporttheMediterranean'snewEmissionControlAreastatus. Mediterranean MoU on PSC Secretariat Lookingaheadto2026,akeyoperationalpriorityistheimplementationof automatedportcalldataintegrationintoTHETIS-Med.Thisinitiativewillenable theautomaticdisseminationofshiparrivalinformation.Bystreamliningthis fundamentalprocedure,themeasureaimstosignificantlyreducethemanual administrativeworkloadfornon-EUmembersandimprovetheoverallefficiency ofportstatecontrolactivities. Underthecontinuingframeworkofthe SAFEMEDVproject,EMSAwillpersistin itscoremissionofregionalcapacity building.Thisincludesthesustained deliveryofessentialtools,specialized training,anddirecttechnicalassistance. Acentralcomponentofthisworkwill betheongoingPortStateControl Officer(PSCO)exchangeprogramme, alongsidefurtherplanned enhancementstotheTHETIS-Med systemtosupportevolvingregulatory needs.
