The Committee re-affirmed the provisions of this Circular and invited Members Governments, in their capacities both as Flag and Port States, to apply it so as to facilitate the fair and consistent implementation of the BWM Convention upon its entry into force. As a consequence of the above and unless otherwise instructed by the ship's Flag State Administration, for compliance with Regulation D-1 only, an International BWM Certificate or a Statement of Compliance, depending on the ship’s Flag , will be issued by Bureau Veritas Marine & Offshore, before the entry into force of the Convention, upon receipt of the BWM plan for approval, with the annotation that this document is valid provided the BWM plan on-board will be approved not later than 8th December 2017.
